Get him to the vet ASAP. Cats who urinate in places other than their litterbox should be evaluated immediately for medical problems, such as a bladder infection. This can be an emergency situation in the male (intact or neutered) cat, as crystals can cause urinary obstruction and even death. If your vet has ruled out medical causes for inappropriate urination, then behavior training (and in some cases, medication) can be used to control behavioral urine marking.
